Vancouver Washington has absolutely no income tax, better schools by a very long shot, and many more reasonably priced real estate.
This will not be the very first time that Vancouver and Portland have even taken a major hit. Keep in mind even though that Washington and Oregon which will be extremely very desirable places to live in. People will also complain about the rain but overall the weather is extremely very temperate over here, we have absolutely no natural disasters, the crime rate is so very low as compared to rest of the country, and we can even have an extremely educated workforce. We may not be a big powerhouse just like Seattle but we are not too far behind either.
